We seek a Senior Proposal Manager who will lead proposal development and play a crucial role in winning new work with Federal Government clients. The ideal candidate thrives on collaboration, working closely with other Growth team members, colleagues, and leaders across the company. The incumbent will be instrumental in supporting new business and recompete opportunities, leading proposal efforts that align with company strategy and growth initiatives. They will leverage internal and external resources to orchestrate successful responses to opportunities, fostering a sense of teamwork and shared success.
The responsibilities of this role include:
  • Leading our team in developing compliant AND compelling proposals for Government clients across the professional services sector, contributing/coordinating responses, authoring/reviewing sections, and developing/refining differentiating strengths.
  • Delivering on-time proposals by leading and supporting the entire proposal development lifecycle, including schedules and proposal plans/outlines, providing writing guidance, coordinating and directing color reviews and compliance matrices, and leading all proposals and calls.
  • Managing geographically remote internal and external resources to develop technical solutions, working with BD/Capture Managers, Program Managers, and other members of Leadership.
  • Performing technical writing, market research, and marketing content development to create compliant and compelling proposals that clearly and succinctly address all RFQ/RFP requirements.
  • Maintaining proposal libraries to include technical, staffing, past performance, and debriefs.
  • Actively participating in establishing and continuously improving proposal operations to include policies, procedures, and application of best practices.
  • Establishing procedures to capture and maintain proposal feedback and quality of service content of all projects.
  • Leading all RFI and RFP/RFQ responses, including writing assignments and/or other business development activities as assigned.

This full-time, remote position will report to the Director of Business Development. Preference will be given to candidates in the NCR region but open to other geographical locations for the right individual. Must be able to work flexible hours as needed, including potential nights/weekends.

To qualify, you will have:
  • At least (15) fifteen years of demonstrated experience:  
  • successfully leading teams in a virtual and matrixed environment, collaborating with others, and producing results from those who do not report to you 
  • managing and developing proposal responses for professional services across the federal government, i.e., IDIQs/GWACs/BPAs and task orders within DoD and Federal/Civilian agencies.
  • Bachelor’s degree in English, Communications, Business, Engineering, or other related discipline; Master’s degree preferred.
  • Professional training/certification in Proposal Management, including proficiency and real-world application using Shipley principles and/or Association for Proposal Management Professional (APMP) certification, is a significant plus.
  • Expert with MS Office products, including Teams and SharePoint.
  • Demonstrated proficiency using Deltek GovWin is a plus.
  • Strong attention to detail and overall organizational skills.

Base compensation range and benefits:
  • $135,000 to $160,000 - Actual compensation is subject to variation due to such factors as education, experience, skillset, and/or location.
